We don’t actually know that, though. Setsuna and Hotaru could’ve been there and we just didn’t see them.
Or maybe Setsuna and Hotaru are out of town right now.
Or the concert would run past Hotaru’s bedtime, and Setsuna took up babysitting duties.
Or Setsuna and Hotaru just plain didn’t want to go.
Sadly the episodes aren’t always the best at taking everything into account and working within everyone’s personalities (take the Inners seeming to have disappeared after the concert) (which, depending on how the rest of the episode turns out, I have headcanon for). But that can just be even more awesome, because then we have all this room to create our own reasons!
Take Setsuna and Hotaru not being there (as I now presume they won’t show up later in the episode). Say Michiru did in fact get them tickets, too. She comes home and presents them (Setsuna and Hotaru are special, they don’t have to be trolled first). And Hotaru seems fairly excited (though mostly in a YAY MICHIRU-MAMA!! way) but Setsuna has on her fake polite smile.
You might not know Setsuna’s fake polite smile if you saw it. It does, after all, look astonishingly like Setsuna’s regular polite smile. And her frown. And her violent disgust. Setsuna doesn’t exactly have an easily readable face is what I’m saying.
But this is Michiru, and if there’s one person who knows how to read Setsuna best, it’s Michiru.
"You don’t want to go," she says. No accusation, just fact. Just faintly amused fact.
"I am certain you will sound beautiful as always," Setsuna replies. She’s very good at misdirection and being non-committal. She’s had a lot of practice.
So has Michiru. She nods and smiles her small smile. “I’m certain too. And yet.”
Setsuna sighs faintly. “And yet.”
Michiru could drag this out. She seriously considers it. But according to her calculations, the Princess and her guardians will be arriving at the telephones very soon, and she can’t possibly miss this opportunity. “If you don’t want to listen to the Three Lights, I won’t make you.”
Setsuna looks immediately relieved.
The relief is short lived.
"I’ll stay with you, Setsuna-mama!" Hotaru exclaims, having watched this exchange silently. Her giant purple eyes missed nothing. Her mamas are a source of endless fascination and Hotaru has already learned so much. One day, in the future, when there is talk of "cars", her mamas will perhaps find irony in how neither of them saw this application of learned skills coming.
"Please don’t deny yourself on my account."
Hotaru juts out her lower lip, the opening volley of the determined child warrior. “You need someone to take care of you! We’ll watch movies and play games. I’ll make you dinner!”
Setsuna smiles as Michiru giggles behind her hand. “Why do I suspect that there will not be as much ‘making’ of dinner as you suggest?”
There’s no answer for this, only Hotaru grabbing Setsuna by the hand and leading her toward the DVDs. Michiru is surprised to feel a pang of envy that she won’t be sharing their plans.
Still, there are five other tickets to deliver and five smiles to collect as payment.
Smiles, and perhaps a little torment.
Michiru deserves her own fun, after all.
